Tow Beast
I ran across this truck a couple of weeks ago at a small dealer in Kernersville, NC.
It is legit and really only has 21k miles. It appears to be in great shape (I did not road test) the only known problem is the passenger side front air ride back is shot (Dry rot).
They have dropped the asking price to 34k but the salesman said they would take less.
It has the DT530e. I did get several pages of the International build sheet and can answer some chassis questions if anyone is interested.
I really wanted to buy it myself but cannot justify the cost and the cost of the divorce.

Nice rig. See allot of these around the southwest in the winter time.
Dry rot on one air bag means the rest are about to go as well. I would look into replacement cost before that purchase. And take a good look at the tires. If they are over 5 years old, they would need to be replaced.</style>

Not trying to be argumentative... My 550 is Insured through Progressive as an RV (non-commercial) personal use policy.
I called Progressive and asked about insurance for the International and they stated it would be the same type of policy as I currently had.
I went through the .ppt you enclosed, a fifth wheel hitch is discussed and clearly labeled as you stated. What if it had a goose neck hitch?
I do agree that NC has made it difficult and expensive to own one of these trucks.
We know a NC motor enforcement officer. I asked him about these trucks, in practice if it is towing an RV and does not appear to be involved with commercial activity they leave them alone.

It seems that they could draw a black definitive line between commercial and personal. It's just ridiculous to jump through all these hoops just by trying do do the right thing and stay within the law.
Keep in mind that registering a truck as an rv and insuring it as an rv are entirely two different things. To be registered as an rv it must meet certain criteria in the living quarters. Now the problem comes when you try to insure a truck as an rv. It used to be quite easy.
I wasn't really wanting to insure vehicles as rv's due to the restrictions(must tow only factory living quarters), I just wanted to insure them on a private personal policy.
Like I said, too many grey areas. Don't even get me started about DOT. I stopped at the Weigh Station(toter-home/no trailer) at one end of the state only to be told not to stop there anymore. Then when I passed the next one, I look in the mirror to see three DOT cars running me down to stop me. I had to turn around and cross the scales. It's pitiful, ten officers and ten different answers. I have no problem abiding by the law, just know the law yourself and tell me!
Be careful, as I found out. There are many restrictions insuring a rv tow vehicle as part of an rv unit, even Progressive. I called them today and confirmed this. It seems that you can only tow a factory living quarters(travel trailer/fifth wheel). I was also told that I could not drive the tow vehicle detached at any time. Not even to the store for supplies, nor to work, kids to school etc. Below is a complaint to rv america about Progressive and a tow vehicle as an rv.

All I can say is that what is working for you is to leave it as is and don't rock the boat. What I'm doing for now is working I just wish it was easier. I even thought about getting a F-350 crewcab with a title and swapping it onto the F-450 chassis...lol.
