Fan question

this may sound silly but the stock belt driven fan off the water pump pulley seems to have a clutch and i can spin it freely.
is it supposed to spin all the time? what controls this clutch?
if its always spinning when the engine is running, why can it disengage and free spin by hand when the engine is off?
pardon my ignorance, positive input appreciated

it will spin all the time, it engages/diengages based on heat.

when it is disengaged, it is spinning, but not the same speed as the engine, (and can actually be stopped, but this is not recommended)

Tractor-trailors use an air/clutch system, that when the temp rises, a solenoid admits air to the fan clutch and it kicks out to engage the fan. They have an over-ride switch on the dash to always lock in the fan in extreme conditions.
