hard starting

hard starting

I have 1999 F350 7.3 250,000 miles having starting problems. Cranks fine, new oil, filter and fuel/water separator. No oil in separator. Having problems for several weeks been in the 30s thru 50s in Md. Would not start this morning cranked but no smoke out of tailpipe. Plugged in oil heater wouldnt start after two hours. HPOP reservoir within half inch of top. Tried to start after 8 hours plugged in fired right up. Glow plugs one yr old. Gp solenoid 15.7volts in 12v out. The solenoid next to it has (barometric sensor?)15.7v in it clicked but never energized to other side. Is it LPOP or HPOP? Is there a way to check this. My idiot gauge takes about 3-5 seconds to register oil pressure after start up.Any suggestions. Since it will start does this rule out any sensors?

15.7 volts with the key off or engine running? Either way that sounds too high. And don't worry about the relay next to the glow plug relay. It's rarely used but comes in handy as a spare if your GPR goes dead.

Voltage being out of range might cause the IDM to shut down the injectors. I'd start by checking into the voltage readings at the batteries. Usually less than 13 with engine off, and up to 14.4 or so engine running.
