Welcome to FTE. No it's not the High Pressure Oil Pump.

Who told you that it was either the ICP or HPOP? Did they hook up a scanner to it and monitor ICP while cranking? Do you happen to recall what numbers they saw? Diagnosing this would really be easier with access to a good scanner, otherwise you just end up throwing parts at it.

What motor oil are you running? How many miles since it was last changed? Is the oil full? How about the fuel filter? If you remove the filter, is there any oil in the bottom of the fuel bowl? How many miles on the truck?

Next time you need to diagnose an ICP sensor, unplug it. If the truck starts with it unplugged, you need a new sensor. Too bad we can't test the IPR the same way.

The truck has 178,000 miles. When they scanned it, it showed the oil pressure was low but i dont remember the code numbers. Replaced fuel filter, changed oil about 3000 miles ago, and used rottela oil. What does the IPR sensor do and do you think it could be the IPR. Thanks for your input.

The IPR is the valve that increases the pressure for the oil coming out of the HPOP. Was there any oil in the bottom of the fuel filter bowl when the filter was changed? Is there any oil in the bottom of the bowl now? Bad o-rings on the injectors can also cause problems starting.

Sorry, lost my internet connection last night. It's better to keep this stuff in the forum so others can chime in or follow along to learn something. It's what makes forums like this work so well. If the fuel bowl had no oil in it then we'll skip over the leaking o-rings for now.

If you don't have access to a scanner that can monitor live data, can you get a hydraulic gauge capable of reading 3,000 psi or so? You can remove your ICP sensor and hook the gauge into the hole and monitor your high pressure oil while cranking that way. You need a minimum of 500 psi to fire the injectors.

Also make sure your HPOP reservoir has oil within 1" from the top.

Did you happen to notice if your oil pressure gauge on the dash had come up? I recently had a problem cranking my truck in cold weather and it turned out to be my lpop, but I never hade any issue starting it once it was hot!

It means you really need to get a scan tool on there to better find what is going on, you need to know what the duty cycle is at that pressure, which if I remember correctly staying at that PSI and not climbing is likely that the IPR is dumping oil back into resevoir, likely the o-rings on the regulator.

It means you're bleeding off oil pressure somewhere. Like Alan said, this would be easier with a good scanner that can monitor IPR duty cycle. The truck requires 500 psi before the IDM fires the injectors. 400 psi is close so it sounds like it might be o-ring related.

Since a good scanner is expensive, you could try blocking off one head at a time (disconnect line from HPOP and cap off) and try cranking. If you can build 500 psi in one head the truck will start on only half the cylinders. If you can narrow it down to one side, it's time to pull the injectors on the bad side and replace the o-rings. Issues with the IPR are a possibility also. You can take apart and clean the IPR and replace the o-rings on that as well.
