Unexpectedly poor MPG

Unexpectedly poor MPG
All mods in my sig. More than half my driving is highway. I generally drive between 70-79mph in cruise control. Just me, no cargo, not towing.
I have non-lifted 2wd. Usually run DPtuner in 80 Econo.
I'm only getting 16mpg. And I'm trying to keep my foot out of it.
One thing I've noticed is my boost gauge runs between the 2 and 4psi even at 79mph. It will hit 26-27psi if I floor it. And it runs up to 5-6psi going up hills. My EGTs are approximately 500 -600 at cruise.
I really thought I'd be getting between 20-25mph on the highway. Any ideas/suggestions?
