I am using a 1998 Explorer 8.8 rear end on my project
powered by a warmed-up 5.0 and 5-speed. Because of
clearance problems with the E-brake system I would
like to know if there is available an electrically-operated
control to activate the Explorer's E-brakes. Is there such
an animal?

The 2003 and newer Lincoln LS used an electronic parking brake. You might want to see what it would take to retrofit one of those systems to your Explorer. They were also tied in to the BCM so when the transmission was shifted out of park to drive it would release the parking brake. The brake pedal may have needed to be depressed as well.
