Body work is not something that is rushed, it takes time to properly repair and fill.
Never apply to much body filler. Always try to rework the metal as close to original. If you have a thick layer of filler, it can crack, or even fall off.
I always apply to bare metal (but that is the way I was taught) Sand or grind metal with 36 grit to bite into the metal. If you applied a patch panel, I also first use fiberglass, then regular filler over top.
Knock down the filler first with an 80 grit, then move up to around 150-180 grit. I guarantee you will have to apply filler more than once (especially if you never did it), so if you have to , just hit it with the 36 grit again for bite. Make sure you mix it properly, and apply it quickly. Once it starts to set up, dont try to apply more. Also when applying, dont worry about what it looks like (thats what sand paper and files are for) just get it onto the panel.
