does anyone know what a code 31 means, its not in the haynes manuel

My book says code 31 is; PFE, EVP or EVR circuit below minimum voltage.

this is on an 89 f-150, I cant find any of these in the book,can someone be more spacific as to what they are?

Ok, PFE= Pressure feedback (EGR)
EVP= EGR valve position
EVR=EGR vacuum regulator
