I read that you should be able to operate the vacuum advance with the amount of vacuum you can generate with your mouth?

Mine's not moving. I can move the arm with my fingers...

Do I need to use a vacuum pump?

Yes you can. You can also use your hold the vac and see if it leaks too.

If it doesn't move when you apply vac, you probably need a new vac adv, I've priced these at about $15 from a local parts house.

You'll probably want to remove yours and get an exact match as they can have different arms that connect to the plate.

As a side note, they are adjustable with I think a 3/32 allen wrench stuck inside the vac hole.

The ones I have looked at recently were not adjustable. You can buy a Crane unit that is.

Got a new one from AutoZone for $9. It's adjustable.

This feels weird trying to describe but it's not that easy to suck down the vacuum in order to get the vacuum advance to move a lot. Imagine the thickest chocolate shake you ever had and that's about 10" of vacuum achieved.
