Do they light up for anything else? Like running lights or turns? If not I'd check the wiring that goes from the frame at the rear bumper to the lights. If both lights are out I'd be checking for a ground wire. Worse case scenario pull the lights and ohm the wires to see.

There is a brake pedal position (BPP) switch mounted on the brake pedal lever that you should also check.

First Diagram 2001 - Should also be good for 1999 & 2000.
Second Diagram 2002-2003

Well, I see not much has changed here.

I know this does not help him but I am sure the 99-03 PSD wiring diagram will not either.

Here are the Exterior Lights Prints for your truck.
Looking at these prints it could easily be your hazard switch. I would check it. As well as the brake switch on the pedel.

But it might help a 99-03 owner who runs across this thread.

DOES YOUR TRUCK HAVE A BRAKE LIGHT RELAY? THE RELAY MAY HAVE GONE BAD IF IT HAS ONE.

I traced everything on my super duty. Found the switch at the pedal was bad. Replaced it in 5 min and has been good.
