3 gallon tank

I have an 87 f250, 6.9L, with front and back tanks that only hold 3 gallons of fuel each before they run dry. The longest i have ran on one tank is 48 miles. I have diesel filled to the cap for days so I'm thinking it's not a problem caused by foaming, or is it? Anyone know the culprit here?

I have an `87 F250 6.9 but never heard of that. I will be imterested to see what the diesel guys say.

My first thought would be to loosen the fuel cap and see what happens. Other thoughts are lift pump then injection pump worn out (gets warm and won't push fuel)
