Cold start problem

Hi I have a 1989 F250 4X4 with a 5.0 and manual transmission.

Little history on the truck, it sat for almost 2 years so it had fuel problems, High pressure pump plugged, fuel switch over valve plugged, both tanks full of sludge and neither gauge working. I had both tanks cleaned installed 2 new low pressure pumps in the tanks. New High pressure pump new switch over valve and new fuel filter.

The truck starts and runs fine when warm the issue is the morning cold start, when you try to start the truck it turns over very slowly and sluggish and will not always fire, sometimes it does but will not continue to run. It acts like it gets flooded, if you depress the throttle to the floor the cranking RPM speeds up and it will start to fire and eventually start. it runs rough until it cleans itself out and warms up. I have noticed that the temperature gauge does not work, it worked once on one drive but not since. I think we may have a way to check the codes but will be unable to do that until this weekend.

Any ideas and if you need more info let me know

Thanks
