Bad Throttle position sensor?
so the last 3 fillups i have gotten 10-11mg....i have a check engine light on, and i scanned it and its for banks 1 & 2 too lean. i have heard that since the computer thinks its running lean, it will dump in more gas to try and correct it, cause bad mpg. so i borrowed a friends 'determinator' scanner and found that my O2 sensors are good, but when idling my throttle positon is at 24%. that cant be right. i asked a few people and have heard either clean the plate in the throttle body, or a bad TPS. anyone had this problem?

What mpg were you getting before the problem? And it would help to know which engine you have, whether its a heavy vehicle like an extended cab or a dually, and what part of the country you are in.

Can the TPS partially fail? When my TPS went it totally screwed up the computer. The truck ran like a dog, I had no downshift to try and pass, it would slam into gear from park and slam each gear upshifting. Trying to pass was not going to happen and I thought I had ujoints going at anytime. Fixed the TPS and everything was cool again.

. and its the 5.4l, 5 speed, and i live in northern illinois. i do almost all highway driving.

10-11 mpg doesn't automatically mean you have a problem. Since you're in Illinois you have winter blend gas this time of year, and if you are talking city driving, and if you occasionally "get on it", then ten might just be what you get. (By the way, that's what I get.)
