noise driving me nuts....
it only happens as im cruising down the road at constant speed, slowly accelerating, and when its cold out like below freezing. theres this hissing noise, accompanied with a fluttering noise. it goes away if i accelerate fast or if i take my foot off the pedal. again it only happens in the winter time when its cold, i never had this in warmer weather.

its very loud and obnoxious in the cab, not sure how it sounds out of cab. would really be surprised if this is normal. also gets louder on any setting other than stock on my dp tuner.

Like Rick indicated above it's normal, makes a hell of a racket .. doesn't it! Unplug the EBPV just below and in front of the turbo (a two wire plug) and it will go away. On start up the PCM cycles the valve and if it see's back pressure (about 3 PSI) above normal idle it will do exactly as you described.
You have three options ...
1. Unplug the EBPV, don't worry it won't hurt anything.
2. Drive for a few miles then turn the truck off then back on. Oil temp should be above 37 degrees.
3. Move to a warmer climate.
