Water Pump HELP PLEASE

Hey all, trying to change a water pump on a 401ci 6.6L diesel. Its in a 1989 armored truck. Directly above the water pump is a pulley that seems like an idler or something? I don't know but it appears to be pressed on. I took the rather large bolt out of the center but the pulley won't come off. Looks like I need a puller. Reason I need to take it off is that it is in the way of one of the water pump bolts. Am I on the right track here??

Any help would be appricated.

That other pulley is an idler, where the fan mounts to. If I'm not mistaken, I thought it unbolted from the block with several smaller bolts. The fan clutch unscrews just like a 6.9/7.3's.
