1993 Explorer 4x4 not working

1993 Explorer 4x4 not working
is there any vacum lines that lock the front hubs. I can push the 4x4 button and hear a click but front wheel will not turn. Or is there anything i am missing.

No vacuum lines. Hubs are purely mechanical in operation.
1st question: is the transfer case engaging? Do you get the 4x4 lights on the dash?
2nd question: With the tcase in 2H, can you climb under the truck and rotate the front driveshaft indefinitely? Rotating the driveshaft should cause the hubs to lock. If you can rotate the drivehshaft indefinitely, then one of the hubs isn't locking.
