High Idle Question

High Idle Question
I have a 2000 F250 with a 5.4L manual tranny. When I downshift gears or from any gear to neutral, sometimes, the engine will idle at 1500 rpm all the way until I come to a complete stop then it will idle down to normal 800 rpm. It only does this occassionally and never did it the first 9 years I owned the truck. Does it in all weather conditions with all types of gas. Injectors have been cleaned and trucked has been very well maintained. Mechanic couldn't figure it out because it wasn't doing it when he took it for a test drive. Any help would be appreciated.
