The washer pump motor is at the bottom of the tank. It should have a plug going to it. There is a steel ring that you will have to dig off with a screwdriver or pull off with a needle nose pliers. Then you can pull the pump out with a pliers. A new pump should be less than $20 at the parts store.
I have the same problem with my windshield washer. My windshield washer's motor works, it makes a loud noise like it's trying to pump. The thing is when something does come out it's coming out as thick as dish soap!!! What do I do to fix it. The stuff in the tank is blue and it's not thick at all!!

Take the hose loose from the bottom of the tank and also at the spray nozzle on the wiper valance, then run water from a garden hose thru it until it clears out. If it won't flow, trace it to see if there's a kink or check valve in it. It runs inside the fender & across the hood hinge.
