Welcome to FTE!
You could see well over 35 horse at a minimum. Many factors involved here. What is a low torque intake?

I was wrong on that one. I meant factory intake. Sorry!

You still should see a good gain. Headflow is the the biggest key to making HP. The CJ heads are far from being too radical for a low performance engine. Port velocity is still pretty high.

Any FE head will work on the 390 except any of the 427 heads. The valves in these heads will not clear the cylinders. The 428 CJ heads will be the best performing but you can always do a little port work and install CJ valves in a 390 head and have the equivalent or greater.

For the price off a set of good CJ heads you could have your stock heads opened up with valves and prot work to make as good or better power, for probably less to the same money as the Cj heads. But, that will be a pretty good chunk of money. Might be worth looking at a set of Ebock heads. Just my Opinion.

Ditto.

My 390 is setup this way - OEM heads (forget what casting #) brand new valve seats and bronze guides all around, 428CJ/SCJ exhaust size valves, double valve-springs, good retainers and locks, about 32 man-hours of porting work done by a good ex-racer/machinist, and everything polished that needs to be.

It didn't put me out a lot of money, although I did do all of the seat and guide work and all the final hand-lapping and assembly. I paid his cost for parts too... but everything was brand-new except for the head casting.

The exhaust note is quite different than another 390 I built with stock heads.
