Glow Plug Relay Question

Having hard start problem: Here is what I've found-- can you help see if I have a GPR problem.

Voltage of both batteries before starting is 12.45 volts

Voltage of GPR before starting is 11.3V

GPR stays on for 54 seconds

Alternater putting out 14.3V after starting

GPR Voltage - Is that measured "across" the GPR while it is "on?" If so, that is not good. When that relay is latched you should have something like 1 V across it. That relay should look a lot like a short when activited. Check the voltage to ground on the GP side as someone turns the key on. That reading should be 12-ish volts. If that checks out, you'll need to ohm out you GPs at he the valve cover connector. Easy to do. Do a search or two and you'll find the pin out.
