Starting issues

Was aiming towards ICPR and ICPS but when out at lunch looking at my truck I stumbled across this.
Is the Red arrow the starter solenoid? (kinda looks like it to me, no book with me)
and If so could the big red wire that is rubbed through to ground and has been arcing (yellow arrow) be a cause to not start?
I will fix it regardless but just wondering.
cant believe I hadn't seen this sooner but thats how it goes sometimes I guess.

The starter solenoid should be on the Passenger fender or on the starter itself.
That is the Glow Plug Regulator. The Red wire is always hot. If it is worn through then it may be running your batteries down.
There is also another 'Regulator' left of the fuel filter bowl. That one is for the heating element in the fuel bowl.

Looking at the picture he has a GPCM, so that has to be the Air Intake Heater Relay (AIH) not the Glow Plug Relay (GPR).

I have an '01 and the pic does look a little differnet that mine. The 'red wire', I would think would still be hot all of the time?

ie. low batt.

Ken's correct, Ex's had a Glow Plug Control Module (GPCM) and not the glow plug relay. That relay in his pic is for the AIH. You should fix the wire for sure but this won't affect your starting issues.

The other relay is for the Air Intake Heater (AIH) and not for the fuel bowl heater.

Dang It!
was hoping for a " Oh yeah fix that and it will be just fine"
Of course it will get fixed anyhow.
the no start is aiming towards the ICPR
I have another post on that.

If that thing was rubbing on that metal bar sticking up, it might be a good idea to get a wire wrap cover that is used everywhere else in the engine compartment.
