Pinion yoke flange

I'm posting from my iPhone so I can't post a pic now but I'm rebuilding the 9" and the pinion yoke's stamped steel flange won't stay in place on it. It looks like Ford swedged it in place in 3 places. How necessary is it? It looks like all it was designed to do is keep rocks off the pinion seal. Thoughts? I can have it TIG welded in place if it is necessary but I'm trying to avoid that. I might even be able to get it to stay if I tack it with the MIG. Let me know.

it is a dust seal and in my experience i would tack weld it in a couple of spots so it will stay on. it helps gaurd the seal a great deal from dirt and debris.
