Any ideas

I have a 2004 F250 5.4 4x4. It doesn't have the hooks on the front bumper? Any reason some one would remove them? Did they just not come on my truck from factory? One more thing how big of a PITA is it to put them on?

I have no idea why your truck would not have come with them. I have had a 2000, 2002, 2006, and 2009 SD, and all of them have come standard with the front tow loops. They're shouldn't be any trouble in installing them....although it would probably be easiest to take the bumper off to do it. The bumper is a whopping 6 bolts (4 in the front, near the hooks, and one in each fender well to keep the ends in). I would have to guess it could be knocked out in +/-30 minutes.

What trim level is the OP's truck? Did tow hooks come on all levels?

Someone probably had an early grill guard on it which required the removal of the tow hooks.

Or someone had a front receiver hitch installed which replaces the tow hooks.
