When i get in my truck and turn my key weather its for glow plugs to charge or i actually start it, My windows and Wipers wont work. About 30 seconds to a minute later i will then hear my relay under my steering wheel "click" and then everything will work. I figured easy fix just switch the relay, well i got a new relay for it and it didnt fix it. Its like like for some reason my relay isnt getting power until a few seconds later. It never used to be like this, it just started one day out of no where.
Im not sure if its related to the day it rained and my window was cracked a little bit and i got something wet or whatnot. Any have a similar problem or anything? The Radio works as soon as i turn the key, and the door locks work with no key even. So im not sure what the wipers and windows have in common other then running off the same relay i suppose. But what would cause this relay do be lagging out?
Its a well known problem and I'm not sure if anyone has ever found a definite solution. My 05 KR PSD has been doing it since new. The colder it gets outside the more frequently it happens and the longer it takes to go away. Never seems to happen in the summer.

If i cant find a solution i may try to swap the wires with the horn relay slot or something? Possibly tap into it and run it straight off the battery....
My prob. seems to go away for a while then apears for a couple of times....
but Due to lack of time and $$ I haven't checked into it yet.
Your solution seems like it would work but I can't say for sure sorry
Check fuse 11, a 30A fuse, to see if it has power when you turn the key on. If it does, and the wipers/windows don't work, I would bet it is the GEM. The Window relay is activated directly by the GEM. The switched side of the relay has power to it at all times, and when the GEM closes the other side, it completes the circuit energizing the windows circuits. That fuse, is for the wipers, which I am having trouble finding where it is fed from so far.
EDIT: ^^^ all of this info I found at autozone's website. However, i searched some forums and found this thread which may help you. Do you have the "clearance" lights on the roof of your truck? Some call them marker lights? Apparently, a common issue is a water leak that finds it's way to the GEM. So for anyone else who has been thinking this is an unsolved mystery...I think it has been solved.
OK WIERD. While i was testing like you said I went to fuse #8 and saw it was blown. So i replaced it and all of a sudden it works now! I came in and checked the book, fuse #8 is for Radio and Head lamp switch illumination. Well my head lamp switch dosent light up to begin with AND my radio always worked? But then again it isnt factory. But what does that have to do with my Windows and wipers turning on??
