Recently I've noticed a hesitation which I am unsure about. Here's the rundown. While driving around town at speed ranges of 25-35 mph, on level ground with no load, and in 3rd gear, AT, RPM range 1500-1600, I've noticed that if I am just using enough throttle to maintain speed, say about 1/8, that the motor begins to hesitate. Its not bad, just a slight "surginess". At first I thought it may be "operator input", as some of local roads are a bit bumpy, and that vibration was translating from my foot to the accelerator pedal. However, a section of the main drag in town was just re-paved and is smooth as butter, and the hesitation, or "surginess", still exists. Additionally I've noted that if I either completely let off of accelerator, or if I give it more throttle, the symptom disappears, and will reappear if throttle input is returned the same approx. 1/8, to maintain speed. Was wondering if this could a TPS going bad or if fuel is lagging since in-tank mods have not been done, or some other issue. Any advice on a direction to look in would be greatly appreciated.

Could be 3 things, a injector starting to stick a little bit, IPR needs to be cleaned or replaced or like you said a dead spot or what is starting to be a dead spot in your TPS.
Forgive me for sounding stupid, I'm not a diesel genius, but if the IPR needed attention, wouldn't there be more or less a constant performance issue? And is there anyway to test the TPS, or will I need an AE or some other type of scanner?
A bad injector gives a similar symptom accompanied with a noticeable vibration from 45-60 mph in O.D with the TC locked so I don't think this is your issue.
I think a bad IPR would show symptoms in all gears.
If your fuel system was clogged at 1/8 throttle then your engine would fall on it's face at full throttle...so that probably isn't the issue.
If you have access to an AE, watch the voltage from your TPS and see if there is a dead spot. Have someone watch it while you duplicate the symptom while driving. If you do a search, you will find a post by PaysonPSD that shows it's possible to change just the sensor and not the whole assembly IF you have a certain arrangement. You might be lucky and can go that route for not too much expense.
Hope you find the issue soon. BTW, if/when you get gauges....I recommend Fuel Pressure for just this sort of issue.
Just checked the skinny pedal, and it has the 5 wire integrated TPS/IVS, so if it turns out to be the culprit guess I'll be replacing the whole assembly.

If you find the TPS is the issue, I would try some electronic spray cleaner first. Could be a bit dirty down there and it might fix your issue.
