There are several solenoids in the engine bay that make various noises when energized but the FPR doesnt make any noise. You may have dirty fuel injectors that are leaking and making it difficult for the pump to build pressure at startup. You can confirm this by attaching a gauge to see if the rail holds pressure and if it doesn't run some cleaner through the fuel system, have the injectors professionally cleaned, or replace them.
