If you have a tach, the Idle should be at 500-550 for manual transmission, and 475-525 for automatic. When you get it to Idle have you adjusted out the idle mixture? If so check that the chock lever is making the choke plate all the way open and is verticle. If it is not loosed the screw that retains the chock cable, push the **** all the way in. Move the lever to ensure the chock is all the way open and tighten back up the cable lock screw. Then adjust the idle once again, and the idle mixture.

A couple of things to check is carb tight to manifold and loose throttle shaft in the carb base, this causes vacuum leakks that will make adjustment difficult.
