If you have access to a scan tool, i.e. Auto Enginuity, I would monitor ICP pressure and ICP Duty Cycle % at various rpms and loads. This would give an indication as to whether the IPR may be sticking. A bad ICP sensor could also be giving a faulty reading. Check for oil in the ICP connector.
