To put the newer tailgate on you have to swap all the hardware as it is all different. The pivot points are different diameters and the latching system is completely different as well. You will have to drill holes to mount the strikers and the pivot bracket mounting holes are almost perfect but I had to use a smaller nut/bolt on one hole on each bracket as they were just far enough out of alignment that the original bolt wouldn't go in.

You stated that the tailgate in the picture that you posted here is from a '95 and it is installed on an '85.
