a/c problem, need help from the experts

brotherinlaw has 1998 expedition, 4.6l. a/c is going from front panel to defrost vent when going up a hill. and it is not getting cold. any ideas.

He has two problems.

1. The vacuum hose that runs under the battery is cracked or broken. Fixing that will fix the dash to defrost issue.

2. Not getting cold means it's either low on charge, the compressor isn't turning, or the blend door is broken.

thanks alloro,
yes, I couldn't understand the switching from dash to defrost. and I told him
he needed to put gauges on the a/c and check it. but I think his compressor is gone also. thanks for the help. I appreciate it.
