The fuel pressure came up to 43psi

the plug on the side of the fuel bowl is plugged.
also there is fuel going to the injector rail cracked line open there is pressure

where does the hpop level need to be??

About 1/2 inch from the top. If not fill it up to that level.

the hpop level is right below the allen plug. he also cracked the oil lin to the injectors and have oil there

On the top of the engine driver side head there is a sensor that has three wires going to it. Unplug the sensor and try to start.
EDIT: yes the nut on the IPR should be checked.

where and what is the tiny nut on ipr????
also going to have them pull the three wire sensor what is that for? is it the HPOP?

How are the batteries?
These things need to spin over pretty fast to start, min 100 RPM.
Can you put a charger on it?

It's the ICP, injection control sensor. If you unplug it PCM will go to a default of 750 PSI and injectors should fire if everything else is OK.

The sensor tells the computer what pressure the High Pressure Oil is at.
It will make a guess if unplugged. So if the sensor is bad...
The nut on the ipr can be seen in the stolen picture, lol.
The nut needs to be tight or the valve will stay open meaning no oil pressure.

Dang it too slow.
The you'll notice that the plug on the fuel bowl that I had you check has two wires that go to the solenoid that is held in place by that nut.
