86 Ranger EGR

86 Ranger EGR
86 base, 2.3, vin A, 5spd. when driving and EGR opens engine stumbles, put vacuum guage in line with EGR, when it opens vacuum barely reads 1 inch of vacuum and EGR not opening (you can smell it). sometimes idles rough like vacuum leak, replaced EVR solenoids, no change. When I put guage on main vacuum manifold, good vacuum until EGR opens then needle bounces all over the place and engine stumbles. pulled hose off of EGR and plugged, engine ran and idled smooth. so you would say the EGR leaks right? Well if you suck on the hose to the EGR and put your tongue in the hole it holds the vacuum fine, ever hear of an intermittent leak on a EGR?
