What is this? (picture included)

Found this on the roof my 08 Expy that is 16 months old. What is your opinion on what caused this? Some kind of metal flakes while painting? Thanks.

That looks like where someone or some machine accidentally drug a welding rod, or wire, or maybe a "tack" welder across the area and then it was primed and painted over. Whatever it is i'm certain was noticeable...so much for inspection and quality control!
