What do you mean the front axle's ring & pinion is out? Have you examined it yet?
I assume the 4WD isn't working.
Does the truck have free running hubs? If so, a defective hub(s) could be causing the problem.
If you do have free running hubs, they have to be manually locked for the 4WD to engage.
Regardless, you will nead to tear into it to find out what's wrong. Remove the inspection cover first to examine the R&P to see if the teeth are stripped.
Buying a used front axle...if you can find one...may have the same problem...or worse.

Bill, my truck has the 4.56 locking rear axle, but my axle code is just B4, with no extra B like that one. Does the letter refer to the locking option, and if so, would it mean that since his has the extra B, it would have meant that his truck originally had a locking front, maybe that is why someone robbed the gearset out of the axle carrier. I know you posted non limited slip for the front of his, but my truck code doesn't have the extra B and I know it doesn't have a locking front. Maybe just inconsistencies in data plate stamping? Perhaps a locking front wasn't available?

I was installing new Warn locking hubs and did the test to see if I installed them correctly and spun the one hub assy with the other one engaged and stopped and it turns the driveshaft for a bit and then it stops and then as i keep turning the hub, it turns again. It has to be the ring and pinion as with both hubs locked and turn one and the other turns the other way smoothly. No, I haven't taken off the front cover as of yet. Can I buy a ring and pinion for it?

B4 is the code for the rear axle.
The third digit of B (in this case) refers to the front axle for a 4WD.
The only way to determine if the front axle has Limited Slip (95% + did not) is to look up the front axle in the parts catalog.
From 1959 thru 1966, most F100/250 4WD's have the third digit axle code, but some 1965/66's did not.
After 1966, and thru today..most F100/250 4WD's (1979/ F350 4WD's) do not have a third digit that refers to the front axle inre to 4WD.
Why Ford did this, I dunno.
It's a real problem today, because the only way to ID what the front axle is 1967 and later Dana 44's (Dana 60's before 1973), is by the ID tag which was under one of the bolts that was used to bolt the inspection cover to the housing.
Today...most of those ID tags are missing.
Besides the Ford ID tag, 1973 and later Dana 60 front/rear axles have the Dana ID tag bolted to the housing just adjacent to the inspection cover.

portagoosey: It could be the R&P, or...it could be axle and/or spider gears that are stripped, or it could be something else.
All the parts are obsolete. I may be able to find NOS (New Old Stock) replacements...but there is no point in searching...until you know exactly what you'll need.
btw: You are aware...I assume...that the term 4WD is a mis-nomer. Without Limited Slip, a 4WD vehicle is actually 2WD, while a 2WD vehicle is actually 1WD!
If a 4WD vehicle has a Limited Slip rear axle, it's actually 3WD!
