Ice on my belt.. slipping?

I was ramaging around in my engine bay seeing if I could find out where that metal piece had come from when I ran across something that I might be worried about. There's ice built up in the grooves of my belt, and I was wondering if that could be why it's slipping.

It's a relatively new belt.. bought it last August. THere's no cracks that I could see, but there's just a bunch of ice built up in the grooves. Being too impatient to just let the ice melt, I took the belt off and used an air compresser to blow the ice out, and on my way home drove normally. I didn't notice any slipping (but then again, I'm not really too observant.. my radio could stop working and I wouldn't notice..) But when I got back to the house I checked it again and saw that there was ice in my belt AGAIN!

Is it normal? Can I prevent this somehow?

I have been the last few days, but on my way home I hadn't at all, the roads are all ice. I had only driven for about 45 minutes, as well.

Just went driving again, and my belt was squealin now! I pulled over to look at it and saw that darn ice again.. I'm worried something wrong, or that my belt might break. Is that possible?

The belt can break or jump off with ice/snow/cold water hit it in the right spot.
Trying to think of other ways water or anything else can make it in to the pulleys.
Do you have a cover on the front?

That would be enough to get onto the pulleys.
