1996 powerstroke not starting

Need your help, guys. I have a 1996 F350 crew cab powerstroke with a starting problem. On Monday, 9/22, I got in my truck to go to work. Turned on the switch and waited for the "Wait to Start" light to go off, as usual, then hit the starter. The truck turned over as normal, but failed to start. The next try, no "Wait to Start" light and I figured I might have a problem. Sure enough, the truck failed to start again. I called a friend of mine, who is a diesel mechanic and he said the PCM might have gone out, or the glow plug module. We tried new ones of each, with no success. Also, his diagnostic computer is getting a "no data" reading from the main PCM. We have since discovered the truck keeps blowing the 30 amp fuse in the fuse block in the engine compartment that controls the cycling of the glow plugs. We think the problem might be a short in the wiring harness somwhere, but have not been able to track it down yet. Any ideas you could lend would be helpful, and thank you in advance for any and all responses.

Probably the fuel heater element in the fuel filter is shorted. Unplug it .. middle connector on drivers side of filter canister, replace the fuse and try starting again.

if its fuse 22 then Hussler is right!

from the sounds of your discription you have a California emissions truck, is this correct?

Might be best to say exact fuse to get better help. If it is fuse #22 and ambient is warm/hot the glowplug solenoid can be disconnected and then try to start. If it still blows that fuse it is the Fuel heater for sure, I think those are the two for that fuse(22).
