Power chip Is it true that they are 100% power?

Power chip Is it true that they are 100% power?
What is it that they do? will a car still pass the Smog Test?
Can some one help me on this I have a 1997 F150 xtra cab and if some body out there has the power chip installed let me know how it works do you recomend it to others to use?
Also one last question What is the best gas to use? I mean does the brand of the gas have anything with your car running better?
I guess I'm asking doumb questions but the thing is that I'm confused I've allways used Chevron on all my cars but now I heard that the gas is not too clean any info will be well taken and thanks for the advise.
