I assume this is a 460 motor with the "Hot Fuel Option" using electric pump(s). If so, just because the clear filter is full doesn't guarantee the pump is running in "Run". The pump "Start" circuit fills the carburetor float bowl. Once the motor starts, the Pump "Run" circuit is supposed to take over and continue to supply fuel at a slightly reduced rate. If there is a problem in the pump "Run" circuit, then the motor only runs long enough to use up the fuel previously pumped to the float bowl.
