08 f350 SRW towing capacity

i have a 08 f350 SRW with the 6.4 diesel and i looked at the ford towing chart i can tow 15700 fifth wheel with 3.73 gears and when i looked at the dually it can tow the same but when changing gears to 4.30 now it tows 18200 does that mean i can change my gear ratio and tow the same amount?
looking to buy a 40ft toy hauler that weighs 13500 plus gear for a total of 17000 i will be towing in Colorado and the western US and i want to be able to do the speed limit which is 70-75.
please help
thanks

17K just isn't a big deal for these trucks, I tow more than that with an '05 SRW 6.0L F350. If you got pulled over by an officer with a big chip on his shoulder and portable scales you *could* be in trouble and changing the gears would not help you since your listed GCVW would not change.
