Yes if you do not have power going into the computer then the computer can not ground the coil of the Fuel Pump Relay. If the coil of the fuel pump relay is not grounded then you will have no power to the selector switch, fuel shutoff switch or fuel pumps.
To bypass the computer and test the fuel wiring just ground pin #6 at the self-test connector and turn on the key. You can leave the computer unplugged for this test if you want. The selected fuel pump should run as long as the key is on with pin #6 grounded.

Make sure you have a good ground at the NEG post of the battery with the small black wire with a green stripe.
Does the fuel pump relay click when you ground pin #6?
If so have you check to see if the inertia fuel shutoff switch is tripped?
If so do you have power at the inertia fuel shutoff with pin #6 grounded and the key on?
If you do you may have a bad selector switch at the dash.
You could also have an open fuse link at the starter solenoid on the fender if you have no power at the inertia fuel shutoff switch and the fuel pump relay clicks when you ground pin #6 with the key on.
Check the wiring under the two relays also.

If the pumps kick on with Pin 6 grounded and the key on then the eec relay, fuel pump relay & fuse links are OK.
When you say "Relay kicks on when you turn the key on power to inert switch yes" what are you saying?
I read that as the fuel pump relay makes and you have power to the inertia switch and the inertia switch is not tripped when you just turn on the key.
If this is not what you meant then you are going to haft to be much clearer if we are to help you find the problem.
If you were saying just that the EEC Power relay makes, the fuel pump relay does nothing and the inertia switch is not tripped then you may have a bad EEC Computer.

Motor turns over no crank
No power at high press pump
Pin 37 57 power
Pin 22 power
Pin 40 60 ground good
Replaced eec and fuel pump relay power in and out of both relays key on
No power to ienert switch key on
Ground pin 6 pumps run key on or off
Key on pin 6 power to ienert switch power good pin 6 ground
Ienter swich has not been tripped during the process

I take it you mean the engine will crank but will not start.
Turning over and cranking is the same thing.
The pumps should not run with the key off with pin #6 grounded.
It is looking like you have a bad computer. You might try opening it up to see if you see some bad components inside it.

Grounding test port powers pump, computer doesn't / can't do same.
If computer actively provides ground at pin 22 key "on" for couple seconds then stops but the pump doesn't run, then I'd suspect damage to wire between where it connects to computer at pin 22 and where ties into circuit running between the eec test port and the FPR.
Test wire between pin 22 at EEC harness connector and fpr (tan-lt grn wire) for continuity. If none found run a new wire or find fault in existing wire.
