Is this a flathead 239 V8 or a Y-block? I can't figure out what you are describing, but on flatheads the Tee is at the inlet (upper connection on side of canister) and the gauge sender is in the branch. The filter is a bypass or side-stream filter and is not intended to flow a lot of oil. There is a restrictor orifice in the inlet of the canister that MUST NOT be removed or drilled out. The connection off the bottom of the canister is piped down to the side of the block, that is the return line.
