54 F-750 front hub grees seal retainer

I am trying to figure out how to remove the front hub greese seal. It is felt, and has a retainer over the axle. How do I get the retainer off (diagram part 1190 on the CD, gresse seal Part 1193. Dont know wether it is pressed on, just slips on or what.

Also, there was a thread awhile back that said not to blow out the bearings with a air hose after cleaning them. Why is that?

Not too familiar with the older large trucks, so don't know about the seal. On the bearings, it is ok to blow them dry with air, just don't let them spin. The bearings can spin up to high RPMs and when the rollers fly out, they are like bullets.
