As the story reads, they either break even (if buying gold at wholesale) or are selling the gold at a 1.7 million dollar lost compared to market value.

What is to stop a dealer from buying it and melting it?

People are too busy stealing copper from electrical sub-stations plus other places and getting electrocuted

I doubt they would take a chance for something under extremely heavy guard.
