88 e150 dual tank- no power to fuel pumps

Hey guy's. First post on here

I have an 88 e150 econoline with a FI351 and dual gas tanks. With a friend we checked for power at the high pressure [frame mount] pump, nothing. Then we took off the line coming from the low pressure in tank pumps and tried cranking, no fuel from either tank/pump, so Im sure they have no power either. I have a new fuel pump relay to try, but I can't find the dang thing anywhere. Where is it?!? Also, the van didn't come with an owners manual, so I have no idea what fuse is for what and if its missing any [just bought the van yesterday]. Any online diagrams I can look up?
Any other idea's?

My 91 E150 fuel and ECU realays are located under the hood passenger side fender they are slid into a plastic case on my 91 should be in same place on yours hope this helps.

I had 2 problems:
1. The inertial shutoff switch, by the passenger's right foot, had the connector burn up. I cut it off and just wired past that switch
2. The primary wire for the fuel pump had a crappy fuseholder in it. I don't know if the original wiring had some kind of problem that prompted the replacement.

To check the Electrical to the fuel pumps first you have to ground Pin#6 in the Data Link Connector (Test Connector in front of the Battery) in the above diagram. Then turn on the key and the Hi-Pressure Pump and the selected in-tank pump should run. If not then use your test light to find out where you are not getting power.

Also check to make sure the Inertia Switch is not tripped.

Note that with pin#6 not shorted to ground the Fuel Pump Relay will only come on for one second after you turn the key to run and then it will go back off.

I got fuel to pump! So happy. Now to figure out why its runs crappy/bogs from a start and the tranny keeps slipping out of gear when I let off the gas while driving. Thank you!

The ground wire to the battery was the no power problem. Then I had to dis-connect the line before the selector valve until it pumped fuel, then the line coming out of the selector valve until it pumped, and finally the line out of the high pressure pump and ran it like that for a minute into a bucket. After a bit it picked up to a good flow rate so I gave it a try and it fired up
