Instrument Cluster "Idiot" Lights

'01 Explorer Sport

When the key is turned on, are ALL of the instrument lights supposed to "prove out", that is are they all supposed to come on for a few seconds as a bulb check?

On mine, the 4W-HI, 4W-LO and Speed Control lights do not come on with ignition on.

Those items are not part of the normal cycle-on PCM check. 4WD, crusie control and ABS systems have their own controlers and only use some inputs from the PCM but the PCM does not control these and thus are not tested at start up. Except the ABS, it actually runs its own diagnostic which doesn't actually finish until the car starts moving - at least on mine that's how it works.
