From what you have on your website, it looks like Ford installed a 4bbl on a 239 - is that correct?

No, Edelbrock made an F548 that could be used to set up a 4v to a 239, but I'm not aware of a factory setup that came this way. 4vs did come on 256s, but not on 239s.
