HELP-- Fuel pump secondary circuit?!

code-96: fuel pump secondary circuit failure/high speed fuel pump relay open

pulled this code with my new code reader. What is this? Where should I start?

I don't know why my signature is gone, but here is the info...

89 bronco xlt 4x4

Runs fine, but code reader shows fuel pump secondary. Haynes shows BATT to PCM for the same code...96. ????
