i am going to go allong with it, cash the money order, and not send money back i wil keep the money in a sppecial account and make him come after it. Id liek to see him try to sue me and when they discover it was counterfit i wil have the money to give back.

The check will never clear your bank. It will show up as cleared, but about 5 days later it'll bounce. That's part of the scam. Don't mess with these folks, they're part of the same gang that has killed at least 15 US businessmen in different scam:
Luring the businessmen across the Nigerian boarder without a passport and then they can't get back. Then they try to get money from them and if they can't: dead. The only way to deal with them is to ignore them.
Reporting does no good either since they are offshore. They keep coming from the same ISP, who doesn't cut off their access (probably afraid of dying!). The Nigerian government won't stop them either.
What I was thinking was for the people that control the IP addresses and router tables to block out that server or even the whole of Nigeria until the Nigerian government does do something.

im also thinking that they may not be overseas at all, (have the victims checked the postmarks?) also when it came to explaining how he wanted to pay, his gramer and typing suddenly became correct and clear heheh

i had someone from England contact me about a car i was selling. i knew it was a scam but i went a long with it also. got the check(it was no good) the bank froze my account until i called them to tell them what was going on. i got the check via FedEx. so i called them and gave them the tracking number. it came from Nigeria. i also got a call from a transport Co in KS to pick up the car. i told him what was going on and he couldn't believe it. he's now wise to the scam. i gave my bank all the info and they are going to report it to the FBI.

Companies that handle routing don't play any political or policy games like that. They just route. It is up to the end customer (user, ISP, host) to decide what they want and what they don't. What if my company dealt with legitimate business in Nigeria? It would be cut off completely.
Yes it would You would scream and so would that company. That would add more pressure on the Nigerian government to clean up the mess! It seems that some servers are being blocked out in various ways anyway. Blocking a whole country would just up the ante. Besides, there are also other ways to communicate. We used the telephone, snail mail, fax etc, b4 the internet.

Again, major routers leave it to the receiver. What if they start blocking the USA because they don't like Bush? Or the state Georgia because a group of scammers live there?
It might get interesting I don't see much of a chance of the examples you list happening. Some countries already have blocks but things work out in the end thru negotiations and reforms. It is all polyticks
