I started my 1995 Powerstroke in the morning and it was running for a few minutes warming up and it suddenly shut down and would not start. I found that the underhood fuse #13 was blown. Changing the fuse, it started, ran briefly, blew the fuse and shut down again. With a second new fuse, just turning on the key blew it. Does anyone know what circuit Fuse #13 (30 amp) is related to? Or what could be causing this? I don't have any wiring diagrams to look at.

It should be in your owner's manual.

In my 99 PSD it is a 30 amp Maxi fuse for "Multi-function Switch, Headlamps"

 

Location number 13 on my 95 is the instrument panel fuse. Should be a 50 maxi.
