A whole family of four in my neighborhood all died because a lifted Wrangler with aftermarket steel bumpers plowed into them. Incidentally, they were in an old Toyota Echo, which was the car the first gen Prius was based off of. They weren't trying to be greenies, they just lived very humbly because the dad poured his life into flying planes for missions. The Wrangler wasn't actually at fault. A guy high on prescription drugs pushed the Wrangler into oncoming traffic. You never know what you encounter. Any protection for the other guy (or whole family) is good to keep if reasonably possible.
I pulled mine off when I installed my ranch hand bumper. I didn't think twice about them, but after a talk with my insurance company (fleet through my biusness) I will be re installing this weekend.

My 2000 Excursion had a "blocker beam" in the front for the exact same reason...to keep from running up and over low riding cars. In fact, all Excursions came standard with a rear receiver hitch for the same reason...to help keep low riding vehicles from running right under from behind. Yes, it's true.
